Liviu Negoiţă, Prime Minister designated by Băsescu
In briefPresident Traian Băsescu announced Friday that he designated Bucharest's Sector Mayor, Liviu Negoiţă (PDL), to form the Government. The Head of State mentioned that by this designation, he wanted to make an attempt to meet the exigencies of the ad-hoc created majority. He added that, at the previous designation, that of Lucian
Croitoru, he had made the concession to nominate an independent prime minister, but the half of the way he had covered through this gesture proved to be insufficient for this majority.
Traian Băsescu said that through the new designation, he was meeting the exigencies of the majority backing Klaus Johannis, namely to be a man elected with 80% of votes and to be a good manager.
However, the President said it was necessary to have a prime minister with political responsibility, not a Cabinet of technocrats, as proposed by those backing Klaus Johannis for the post of prime minister.
The International Monetary Fund urged the approval of the state budget law by the first decade of December, namely before 10 December, when the Fund's board meeting is taking place, President Traian Băsescu said on Friday, after the meeting with the IMF delegation.
The Head of State also pointed out that another request of the IMF refered to the adoption of fiscal responsibility law.
He also said that the promulgation of the single wage law and the law on the abolition of some government agencies are part of the conditions addressed by Romania. "So there are positive elements, too, but there are two keys - a legitimate government to resolve legislative problems," the Head of State also said.
Băsescu added that he received the Parliament's message about the decision to ask the Boc Government to send the 2010 state budget.
"The decision sent by the Parliament cannot be opposed to the law on the organisation of government, which says very clearly that the government that received a vote of no confidence in Parliament cannot submit draft laws to Parliament," President Băsescu also said.
On Wednesday, the Parliament adopted with 259 votes for, 4 votes against and 120 abstentions, a decision that requires the Government to submit the draft state budget and the draft social security budget for the year 2010.
President Traian Băsescu said Thursday evening that the Parliament's proposal that the current interim government presents a budget for 2010 is not a solution, "because it is not legal".
