Minimum tax could be maintained until year-end
In briefThe Government is considering to maintain the minimum tax by the end of year, to sell the minority participations of the state and to capitalise the emission quotas allocated under the Kyoto Protocol, according to the conclusions of discussions held Tuesday by PDL and PSD on the PSD anti-crisis plan.
On Tuesday, at the Government headquarters, Premier Emil Boc and the Ministers of Finance, Economy and SMEs discussed for about three hours on the 24 measures of the anti-crisis programme proposed by PSD.
The Government representatives put on paper measures contained in three chapters, aimed at increasing budgetary revenues, boosting the economy and rationalising budget expenditure, government sources told NewsIn. Each chapter includes 10-12 measures.
Among the measures that would lead to an increase in budgetary revenues, taken into account during Tuesday's discussion at Victoria Palace, is the sale of the land related to the houses bought by former tenants in accordance with Law 112/1995, the incomes being estimated at over 1 billion euros.
On the other hand, the state's minority participations are to be sold - which will bring 400-500 million euros more. Another source of income would be to capitalise the units of the quantity of noxious emission allocated under the Kyoto Protocol - which it is estimated to bring other 1.5 - 1.8 billion euros.
The leaders of the two parties would have agreed not to eliminate the minimum tax until the end of the year, so that a "complete analysis" could be made on the effects of its introduction, according to the same sources.
As regards the stimulation of the economy, among the measures taken into account are the non-taxation of the reinvested profit and the use of state guarantees and aid for the sectors of the economy that have a multiplier effect. An example would be vehicle manufacturer Renault, which, according to the cited sources, it would entail other 600 operators (suppliers). The Government representatives also established to take measures to stimulate the domestic production of agricultural machinery.
As regards payment of VAT to the state upon collection of the invoice, not at its issue - another measure proposed by PSD - the cited sources say the measure is contrary to Directive 112/2006 (on the common system of value added tax - ed.n.), therefore, it would be unenforceable.
